Good day, Ma'am/Sir!

I hope this request finds you well. I would like to ask if:

1.) There is such a law that limits the number of sports complexes a province can have?
2.) Is there some kind of qualification a town needs in order to build a sports complex of its own?

This is for the sole purpose of my architectural thesis project. I chose a sports complex as my thesis study because I want to research the problems of the lack of sports facilities in our area.

Hoping you can answer my query. Thank you, and please have a nice day!
