I previously wrote two opinion columns on the Philippine Depositary Receipts (PDRs) of Rappler (“Of PDRs and 'foreign ownership' of PH media”, Rappler Thought Leaders, Jul. 26, 2017; “Does the CIA own Rappler?”, Philippine Daily Inquirer Opinion, Feb. 6, 2017). I had no access to the actual "Philippine Depositary Instrument" executed by Rappler Holdings Corp, and I was not made aware that Rappler was meeting the SEC regarding these PDRs. I would like to request all actual contracts and related documents submitted by Rappler to the SEC, including the alleged waiver by Omidyar Network.
