I would like to inquire if "Victory Car Leasing OPC"
with the address: 6th Floor Regus Felcris Centrale, Quimpo Boulevard, Brgy 40-D, Poblacion District, Davao City 8000 is registered. 

It is known to be a car rental company who takes in operators to be their partners. Said partners who own private vehicles were operating even without LTFRB Franchise, but with a contract. (vehicle lease agreement)

Just wanted to know the legitimacy of this business and if it is legal for their partners to operate even without a franchise.
