why the Philippines make it foreigners and Filipinos hard to start their own Business?

why there are very hight Document requirements?

this is hindering investments and Business in the Philippines to work efficient.

also it prevents investors for sending Money there and invest.

the main problem is not the DTI, the affiliated agencies and Barngays and PRC make it very hard to establish a business.
