Hi, I would like to obtain documents, administrative orders, statutes, laws, regulations, policies, memos, or other materials that would further explain the SEC's policy requiring complainants to "exhaust all remedies" before filing a complaint.

I would like to obtain clarification on what basis this requirement is being made. Also, are victims that have been threatened and endangered by the respondent company have to contact the company / individuals threatening them. Finally, what happens in the even that overseas laws require complainants to cease contact with the respondent company?
