Purpose: I already have my disbursement account confirmed (GCASH and PAYMAYA) but still unable to loan.

When I clicked E-Service  > Apply for salary loan, its says " TO proceeed with your loan application, please follow below steps:" 

I need to create a new disbursement account..

WHY? 
I already have set 2 accounts but still unable to proceed.
