Hello! I am currently doing research on road traffic laws in the Philippines. 

As most expressways in the country have lanes designated as slow-moving vehicle lanes and overtaking lanes, may I ask if there are any laws or legal documents that prescribe them as traffic laws on expressways? Or are these policies based on the discretion of the tollway operator? If so, what legal document allows tollway operators to enforce or implement those policies?
