1. The TRB resolution or document, including minutes of the meetings and public hearings, on the board and TWG’s declaration of PAREX as a toll road;
2. The PAREX Feasibility Study, Supplemental Toll Operation Agreement, and the PAREX Concession Agreement;
3. The Joint Venture Agreement between Philippine National Construction Corporation  and San Miguel Holdings Corporation on the PAREX;
4. The PAREX ECC issued by the DENR, and the environmental impact studies conducted on PAREX; and
5. The TRB regulation that specifies all documentary requirements for the approval of a toll road.
