Hi. I would like to request for information of how to avail Balik-Manggawa Program. I've been sending messages like email and facebook messages to OWWA but still no response from them. I am currently in Saudi Arabia and my company terminated my contract with still more than a month remaining until my contract will end. They gave me a ticket going back to The Philippines on December 24 2023, and supposedly my contract will end on February 14 2024. I want to ask an assistance on availaing an assistance for  Balik-Manggawa Program.

Dear Mark Paul Calvez,

Greetings!

Thank you for your request dated Dec 20, 2023 11:10:51 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch for details of the Balik-Manggagawa Program.

Mr. Calvez are you referring to the OWWA Program Balik Pinas Balik Mangagawa (BPBH) or the Department of Migrant Workers (DMW) Balik Manggagawa Program?

The Balik Manggagawa Program of the DMW is the issuance of the Overseas Employment Certificate (OEC) for the OFW who are going on vacation to the Philippines but have a valid Employment Contract with a foreign employer.  This can be availed of through the internet.  Visit the official website of the DMW for better understanding of the requirement of the program.

On the other hand, the OWWA Program Balik Pinas Balik Mangagawa (BPBH) is a financial assistance benefit amounting to PhP 20k to start up a new business/livelihood which is intended for the Active Member of OWWA whose employment contract was pre-terminated  by the employer and repatriated  back to the Philippines.  Open the official website of OWWA: www//owwa.gov.ph.   Scroll and look for the folder under REINTEGRATION.  This will provide you the procedure on how to apply and the qualification requirements. 

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing the OWWA- FOI Decision Makers at email: foi_dm@owwa.gov.ph. Your review request should explain why you are dissatisfied with this response and should be made within FIFTEEN (15) calendar days from the date you received this letter. We will complete the review and tell you the result within THIRTY (30) calendar days from the date we received your review request.

However, if you are still not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
