For the discharge measurements, you could try asking the River Basin Control Office (RBCO) of DENR. They might have such data provided that their projects are related to river basins. Their contact details could be found here: https://rbco.denr.gov.ph/contact-us/ or email them through here: rbco@denr.gov.ph.
For Bathymetry data, NAMRIA might be of assistance: https://namria.gov.ph/Files/Provision%20of%20Bathymetric%20Data.pdf
