Dear DoF:

Can a Provincial Assessor suddenly increase the assessed value of a certain property (to be used by land owner for the purpose of filing a case thru RTC, as the original assessed value was less than 20,000 which jurisdiction is in MTC), in less than 2 years (not once every 3 yrs), and there never was any improvement to substantially increase the value of the area, and without ocular inspection, as per DoF Local Assessment Regulation 1-92 and Section 219 of RA 7190? Why the Prov'l. Assessor, not the Municipal Assessor who made it? 

Is the Provincial Assessor administratively liable?
