As advocate of transparency in government, may I request for the ff info with regards to the COVID-19 ICT ecosystem apps and systems: 

What are the responsible government departments/offices for these apps?

Who are the main private sector partner/s, if any, for these apps, and what is the nature of the relationship with them?

Who are the Chief Information Officers and Data Protection Officers in these responsible agencies/offices?

What specific guidelines govern the use of apps in the DICT-identified ICT ecosystem? We are, in particular, interested in the following:

How are data collected by these apps/systems used and what safeguards are there to ensure that they are used for the intended purposes?
Who owns the apps/systems and who controls the use and disposition of data collected by them?; What data privacy and data protection standards are required to be observed and implemented in these apps/systems?; What happens to collected information when the apps/systems are not in use anymore?; What are the opt-out mechanisms and what happens to the personal information of those who want to leave the apps?; If users have questions or complaints, who shall they ask and seek remedies from?
