Good day,

I am working in powerplant that is classified as High Risk Establishment.

Within our company compound, we have an admin building, etc. and operation building.

Is it legal to classify our admin building (or similar) as low risk establishment while we classify our operation building as high risk establishment? If yes, would it be legal to assigned only an SO1 for our subcontractor with manpower less than 9 person that will be working in the admin building (or similar).

Dear Mariano Halog III,

Thank you for your request dated Jan 22, 2024, 04:05:48 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

You asked for the Risk Level of Areas in the Company Compound.

In general practice, the higher risk level assigned to one building within a compound should be applied consistently to another building, even if the latter is classified as having a lower risk. This ensures a uniform approach to safety standards across the entire compound, promoting a comprehensive safety culture.

Regarding the requirement for a safety officer, the determination should consider both the number of workers and the risk level specific to each establishment. However, in this case, it is crucial to note that the designation of a safety officer should not fall below the level of a Safety Officer 2.
