Good afternoon. I would like to request for the full copy of DOTC - LTO Memorandum Circular (89-105) which contains, among others, the list of impoundable violations. 

We have browsed through the issuances found in the DOTr and LTO website but we cannot find the full copy of the said Memorandum Circular.
