January 15, 2024 Dear Ms. Gemino, Greetings! Thank you for your request dated Jan 13, 2024 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for Design guidelines/standard for residential care facilities. Response to your request We were able to determine that this particular information is already available online and therefore cannot be counted as a valid FOI request. The DSWD-managed RCFs have been abiding and guided by the codes, rules, and regulations of the following laws for the layout of facilities: - National Building Code of the Philippines (PD 1096 s1997) - Batas Pambansa Bilang 344 (Accessibility Law) - Revised Implementing Rules and Regulations (RIRR) of Republic Act 9514 "The Fire Code of the Philippines"; and the -DSWD Administrative Order No. 15 series of 2012 or the Standards on Residential Care Service under Physical Structure and Safety accessible at: https://www.dswd.gov.ph/issuances/AOs/AO_2012-015.pdf. Your right to request a review: If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Secretary REX GATACHALIAN at DSWD-Central Office, IBP Road Batasan Pambansa Complex, Constitution Hills, Quezon City. Your review request should explain why you are dissatisfied with this response and should be made within 15 calendar days from the date when you received this letter.
