I hope this message finds you well. I am writing to kindly request your assistance in providing the procurement cycle guidelines of the Construction Industry Authority of the Philippines (CIAP). As part of my research and understanding of CIAP's procurement processes, I would greatly appreciate any information or documentation you can provide.

Specifically, I am interested in obtaining  guidelines that outline the steps involved in the procurement cycle for construction projects. Thank you.

You asked for Construction Industry Authority of the Philippines: Procurement Cycle.

Response to your request

We were able to determine that this particular information is already available online and therefore cannot be counted as a valid FOI request. You may retrieve your requested information from the updated Implementing Rules and Regulations of Republic Act No. 9184, which may be downloaded from the Government Procurement Policy Board - Technical Support Office website at https://gppb.gov.ph/downloadables.php. 

As a general rule, the procurement method for infrastructure projects is competitive bidding or public bidding. The procedures or procurement cycle, conditions, and requirements for the procurement of Infrastructure Projects through competitive bidding may be found in Rules VII to IX of the IRR while the procurement timeline for each procurement activity for the Infrastructure Projects may be found under Annex "C" of the same IRR. The Guidelines on the Contract Implementation for the Procurement of Infrastructure Projects may be found under Annex "E". In case the infrastructure projects involved, design and build, you may refer to the guidelines under Annex G. 

There are also other alternative modes of procurement that a procuring entity may resort to for the procurement of infrastructure projects, subject to conditions set forth under the IRR of RA 9184 particularly under Annex H "Consolidated Guidelines for the Alternative Methods of Procurements".
