Good day.

Scenario:
Small Value Procurement: P900,000
January 4: Issuance of PO to lowest quotation
January 5:  The supplier with lowest quotation requested for delivery extension (Original delivery date is 15 days upon receipt of PO)
January 6: The agency immediately issued New Purchase Order to the next supplier with lowest quotation

January 20: Delivery of the 2nd supplier.
February 14: attempt of delivery of 1st supplier, since they did not receive any Notice of Contract Termination

are there any possible recourse of the agency? What are the legal implications and consequences?
