-DBM NBC No.571 dated December 4, 2017 provides the guidelines for free quarters for certain govt officials, amount is determined after considering their position and the area of assignment.
-This privilege pertains to house rentals or rooms( section 5.0;5.2)as residence of the official. Further, a contract shall be executed by the agency and the owner of the house who may not be a business or doing regular business with the govt
-The procurement is for the use of the employee and not intended for government/ servicing purpose.
-Is this procurement subject to requirements of RA 9184?
