Hi, I would like to request the proper procedures on how to apply for a housing loan. I am an OFW and it is not possible for me to visit the office physically. I have appointed an attorney-in-fact and submitted the initial requirements online through the Virtual Pag-ibig portal, in fact, I can see my application status as currently in review. Someone from Pag-IBIG FUND sent me an email to forward the other (physical) requirements to Bohol Tagbilaran branch to proceed with my application however, Bohol branch requested to re-submit the application form? Can't they view/download the form online?

The reason I don't want to re-submit the application form "physically" is to avoid my attorney-in-fact from viewing confidential information (e.g. salary, credits, bank accounts, etc). I have already informed the credit investigator who is evaluating the online application I have submitted and she acknowledged the initial requirements that I have submitted and mentioned in the email that there is no need to re-submit the application form since I have done so online. But the Tagbilaran City, Bohol branch wants me to re-submit the application form. It is redundant and such a hassle, the Bohol branch staff name Ian Sambas informed my attorney in fact that ALL online applications will need to re-submit the application form. If this is the case, then what is the purpose of the online application portal? I am disappointed because I have paid the processing fee, the SPA fee (embassy notarized), sent multiple parcels via express .. waste of money and time. Please advise of the correct procedure for online application so we can all be enlightened.

Dear MR. KEN EDWALE T. SORIA,
This refers to your eFOI request received on 10 August 2023 via the eFOI portal of the Home Development Mutual Fund (Fund) wherein you requested for the proper procedure in applying for a housing loan with Pag-IBIG Fund.
According to you, you are an OFW, and have submitted the initial requirements for a housing loan through the Virtual Pag-IBIG portal. You also mentioned that the status of your application is reflected as "currently in review".
You mentioned as well that someone from the Fund sent you an email asking you to forward the other documentary requirements to Bohol Tagbilaran Branch and that the latter is requesting you to re-submit your application form.
Thus, you are inquiring whether it is necessary to re-submit the Housing Loan Application together with the attached requirements when already submitted online.
We deemed it proper to raise the matter to the Operating Unit Concerned (OUC) – Tagbilaran Branch through Mr. Ian Christopher Sambas, the Customer Support Assistant at (038)501-8455 local 6891 or 6761 and email address at tagbilaran@pagibigfund.gov.ph.
Per the OUC, the online housing loan application is for advance evaluation of income only. Thus, upon successfully uploading all the required documents specified on the Fund’s website, payment instruction number will be generated, and the applicant will be instructed to pay the One Thousand Pesos (Php1,000.00) processing fee.
After which, the borrower will have to wait for the result of the advance income evaluation through a Credit Investigation (CI). Upon the successful result of CI and the determination of the credit investigator of the maximum loanable amount, all the requirements specified on the Fund’s Checklist of Requirements for a Housing Loan shall be submitted to the nearest Pag-IBIG branch or office for verification and authentication, such as, but not limited to: (1) Housing Loan Application Form (HLAF), (2) Valid IDs, (3) Title, and Tax Declaration. After all the documents are submitted to the Branch, it will be pouched/forwarded to the Housing Hub of jurisdiction for processing and evaluation. There will be a required payment of Two Thousand Pesos (₱2,000.00) for the appraisal fee. Thereafter, the loan application will be subjected for further evaluation.
Simply put, included in the list of documents that are required to be submitted to the Branch is the physical copy of a HLAF and the other above-mentioned documents. This is for final verification that the physical documents and basis of the grant of the loan match the version submitted online. For OFW borrowers, a HLAF signed by an Attorney-in-Fact, authorized by the borrower to sign through a Special Power of Attorney, shall be considered sufficient.
