Good day,

This is Dona Magsino, a reporter for GMA News Online. I would like to kindly request information on the total amount of insurance claims released by the PCIC to Filipino farmers during the El Niño years 2009-2010; 2015-2016; and 2018-2019. We would also like to kindly ask how many farmers benefitted from crop insurance during these respective periods. 

We will use this information for a special report we're writing regarding the impacts of El Niño to rice farmers in the Philippines.

Greetings!

Thank you for your request dated Jul 07, 2019 10:08:37 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch on the  Amount of insurance released to rice farmers during El Niño years.

Attached is the information on your request on the total amount of insurance claims released by the PCIC to rice farmers due to drought for the year 2015-2016 and 2018-2019 including the number of claimants for the same period.

The PCIC Automated Business System (PABS) that generates disaggregated data reports was launched on the latter part of 2013, hence, we can only provide you with data from this year onwards.

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to the Department Manager, Planning and Management Information Department (PMIO). Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.

If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
