I Would like to request the Proof na Nanalo sya o hindi sa Lotto
Magiging Proof/Primary Evidence lang po sana namin sa Police for the Demand Letter. 
We Actually File a Case(Estafa) for her friend
based po kasi sa police, kung sakali daw po kasi kung makakakuha po kami ng evidence na hindi talaga siya nanalo sa lotto.
Mother ko po kasi ay may isang kaibigan na niloko siya sinasabi na nanalo daw po sya sa lotto last 2019, Hindi ko po alam kung anong month then nanalo daw po ulit siya sa lotto last December 2020.
Sana po ay pagbigyan nyo po ang hiling ko. 
Ang Pangalang niya po ay CARMELITA HONA

You asked for Request for Lotto Winner Verification. 

Response to your request 

While  our  aim  is  to  provide  information  whenever  possible,  in  this  instance,  we  are  unable to  provide the  information  you  have  requested  because  an  exception under  PCSO FOI Manual Annex D-1, section 6 of the PCSO List  of  Exceptions applies  to  that information.  To wit: 

"6. Paid/Claimed  Winning Tickets 

Information  and  details  of  paid/claimed  winning  tickets  shall  be  kept  confidential  unless ordered  by  court, Congress or  for  other legal  proceedings/purpose" 

Your right to request a review 

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to ogm@pcso.gov.ph. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.
