Dear Alena Mae Flores,

Thank you for your request dated Sep 03, 2021 03:13:33 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request:
"PNOC forged MOUs in 2020 for possible LNG projects. What is the status of these and when will these MOU expire?"

Our response:

Two Memoranda of Understanding (MOU) were executed in 2020 between PNOC and the private sector for a possible cooperation in an LNG Project.

One MOU was executed in early 2020, which was aimed at exploring cooperation for the conduct of a preliminary feasibility study for LNG supply off-take.  However, said MOU has expired in February 2021 with very little progress, mainly due to the impact of the COVID-19 pandemic.  

The other MOU was signed in November 2020 to explore cooperation in a prospective investment in and development of an onshore LNG import terminal and gas-fired power plant.  Discussion between concerned parties has been delayed in light of the on-going pandemic and expected to resume once the COVID19 crisis subsides. Said MOU will expire in November 2021.
