08 April 2021 Dear Ms. Rietschle Carpio: Greetings! Thank you for your request dated February 24, 2021 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Thank you also for extension you have given us to reply to your request. Your request You asked for: 1) Environmental Impact Assessment or Exposure management data of the Pandacan oil depot 2) Contaminants in the soils of the Pandacan oil depot 3) Plans for clean-up of the Pandacan oil depot. Response to your request While PNOC is the owner of the property, the information that you are requesting is not available to us. The Pandacan Oil Depot has been leased to Petron since 1993 and they have operational control and possession of the property. Furthermore, the property is the subject of an on-going litigation, thus, we cannot discuss more than what we have mentioned. Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response, by writing to President Reuben S.
