Greetings!
Thank you for your request dated October 18, 2023 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your request
You asked for copy of joint venture agreements of seven (7) local water districts with Primewater.

Response to your request
While our aim is to provide information whenever possible, in this instance we are unable to provide the information you have requested as cited in the DOJ Opinion no. 26 series of 2017, particularly:

“PPP contracts cover a wide range of projects which include power plants, ports,
airports, dams, hydropower projects, telecommunications, railroads and railways, transport systems, and information technology networks and database infrastructure. Infrastructure such as these may have security-related information that need to be kept classified or confidential. For the simple fact that it has been tasked under the law to implement the PPP Project, it is the implementing agency- and not the PPP Center- that should decide which part of the PPP contract can be published and which section therein contains classified or privileged information that should remain confidential.”

Kindly refer your request to the implementing agencies associated with the project you have identified.
