Greetings!

Thank you for your request dated April 7, 2022 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your request
You requested for information whether the Public-Private Partnership (PPP) Center has existing memorandum or any mandate which encourages local government units to constitute a project development committee apart from a project monitoring committee.

Response to your request
Your FOI request is approved.

The PPP Center and the Department of Interior and Local Government (DILG) issued Joint Memorandum Circular No. 2019-01 or the “Supplemental Guidelines for the Implementation of Public-Private Partnership for the People Initiative for Local Governments (LGU P4)”. This JMC was issued to provide further guidance and supplement the provisions of DILG MC No. 2016-120, which encourages local government units to create a PPP Committee under their PPP Code.

Further, the PPP Center provided inputs to the DILG MC No. 2020-167 which formalized the creation of a Local Economic and Development Investment Promotions Office/Unit (LEDIPO). The LGU’s LEDIPO may have an Economic Enterprise Division with specific tasks on PPP project identification and development.

Attached are copies of the above-mentioned circulars, for your reference. 

Your right to request review
