This pertains to your request via the eFOI portal on 16 February 2022 with Ticket Reference Number #TAPI-108563216999. 

In your FOI request, you are requesting for the following documents regarding the 2021 Regional Invention Contests and Exhibits (RICE) that you will use as supporting documents for the promotion scheme in your university:
1.	Proof of competition;
2.	Criteria for the selection; 
3.	List of participants; 
4.	Results of the competition; and
5.	Evidence of search/competition.

We believe that you are pertaining to the 2021 RICE in Central Luzon where you participated and won as Second Place in the LIKHA Award for Outstanding Creative Category. Your FOI Request is PARTIALLY GRANTED since some of the information you have requested are already proactively disclosed.

1.	For the proof of competition, the call for entries or participants for the RICE 2021 were announced in our Official Facebook Page (https://www.facebook.com/DOST.TAPI) as well as in our Official Website (http://tapi.dost.gov.ph). 2.	 For the Criteria used during the conduct of RICE 2021, this is already proactively disclosed and can be accessed in our website via the link: https://drive.google.com/drive/folders/1_c2pZBhemvIF9i2tQuEYzn1s5wFP2p5l
3.	For the list of participants, we are only able to provide you the number of participants for RICE 2021 in Central Luzon. The names and other personal information of the other participants cannot be disclosed as this fall under Item No. 4 of Section 3 on the General List of Exceptions since such information is deemed confidential for the protection of the privacy of persons. It also falls under Item No. 1 of Section 4 on the DOST-TAPI List of Exceptions since said information are Transactions with Non-Disclosure Agreements (NDA) and/or documents related to the conduct of contests, such as the RICE and National Invention Contests and Exhibits (NICE). Please see the table below on the number of participants for RICE 2021 in Central Luzon for your perusal.
4.	For the results of the competition, we can provide you the list of winners for the RICE 2021 in Central Luzon. The copy of the score cards and evaluation cannot be disclosed since it falls under Item No. 1 of Section 4 on the DOST-TAPI List of Exceptions since these are Transactions with NDAs and/or documents related to the conduct of contests, such as the RICE and NICE.
