I would like to request the beneficiary of IDAF, that is managed by Technology Application and Promotion Institute (TAPI).

1. Do we have previous year list of beneficiaries and if those inventions funded was able to commercialize.

2. From the previous years IDAF Beneficiaries, which inventions are now successful or have a good market share.

3. Do we have list of inventions that are currently being used by the Philippine Government to show support to locally developed technologies.

Dear Mr. Chua:

This refers to your request under Executive Order No. 2 (s. 2016) on Freedom of Information (FOI) in the Executive Branch which we received on 25 January 2024, through the eFOI portal (www.foi.gov.ph) with Ticket Reference No. #TAPI-762638316757.

In your FOI request, you would like to request for a list if beneficiary of the Invention Development Assistance Fund (IDAF) managed by DOST-TAPI from CY 2020-2024.

The Technology Application and Promotion Institute of the Department of Science and Technology (DOST-TAPI) was created by virtue of Executive Order No. 128 on 30 January 1987 and is one of DOST's service agencies whose primary responsibility is to promote the commercialization of technologies and market the services of other operating units of the Department. On 28 April 1992, DOST-TAPI's function was expanded by virtue of Republic Act No. 7459, otherwise known as the "Inventors and Invention Incentives Act of the Philippines". Among others, DOST-TAPI administers the Invention Development Assistance Fund (IDAF) for the initial experiments and prototype development and other invention-development related activities.	

While our aim is to provide information whenever possible, we regret to inform you that your request is hereby DENIED for the following reason:

As to your first request, the data is already proactively disclosed at the DOST-TAPI website. May we refer you to the link of our CY 2020-2023 Annual Report for our representative data for your ready reference.

As to your second request, we currently do not have enough data to publicly declare neither successful commercialization or market share of the inventions as these are either ongoing works at this Agency or as considered as confidential at this stage. Further, not all DOST-TAPI assisted pre-commercialization projects require funding for commercialization. Hence, some project proponents might have commercialized on their own.

As to your third request, we would like to inform you that we do not have any data on the list of inventions that are currently being used by the Philippine Government to show support to locally funded developed technologies. Similarly, not all inventions in the Philippines require assistance in protecting their intellectual property and commercialize their technologies as they might already have enough resources to do the same without need of any programs of assistance by DOST-TAPI.
