Good day! I am Brenard Albert T. Araneta from PUP-Sta. Mesa, currently undertaking my undergraduate thesis in Architecture about Agronomy and Food Science Innovation Center. As the country's premier agriculture and food science institution, the facilities and equipments of CAFS and CEAT would provide invaluable insights in my study. For the purpose of guiding the architectural design of my study, I would like to kindly request for the lists of Laboratories and Equipment of the CAFS and CEAT. Hoping for your most favorable response.

This refers to your request dated 26 July 2023 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. 
 
You asked for information on the list CAFS and CEAT laboratories and equipment.

Since you did not provide Form F which needs your signature and should be administered under oath as required under the UP FOI Manual, we regret that we are constrained to DENY your request.

Article III Section 7 of the 1987 Constitution, which is the basis for the requirement under the UP FOI Manual, states:

“The right of the people to information on matters of public concern shall be recognized. Access to official records, and to the documents, and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as many be provided by law.”
