We, the third year Human Resource Development and Management students of Ateneo de Davao University, would like to ask for a copy of the existing Collective Bargaining Agreement (CBA) of the labor union in University of the Philippines Los Baños. This will only be used for academic purposes, specifically our Labor Relations and Negotiations course for the analysis of any existing Collective Bargaining Agreement (CBA). We hope to hear from you soon.

This refers to your request dated 07 November 2023 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. 
 
You asked for information on the Collective Bargaining Agreement (CBA) of the labor union of UPLB.

Since you did not provide Form F which needs your signature and should be administered under oath as required under the UP FOI Manual, we regret that we are constrained to DENY your request.

Article III Section 7 of the 1987 Constitution, which is the basis for the requirement under the UP FOI Manual, states:

“The right of the people to information on matters of public concern shall be recognized. Access to official records, and to the documents, and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as many be provided by law.”
