I am Richard C. Cornelio, a graduate student at the University of the Philippines Diliman. I'm developing a hydrologic model of the Mindanao River Basin for my thesis. In line with this, I would like to request a complete copy of the Mindanao River Basin Integrated Management and Development Master Plan to be used as one of my references of the current and baseline conditions of the study area. 

Only the Executive Summary, rather than the whole report (including its annexes), is accessible to the public via the MindaNOW! website. I'm hoping your office would grant this request. Thank you!
