I would to have a clarification in the response of PCC regarding to the #PCCom-117844382648 .

1. If PCC approves the Memorandum Circular No. 20-002, will this be applied to all unsolicited projects included the NEDA approved projects or projects that is under negotiation before the approval of the memorandum circular?

2. Will this be applicable to the existing proposal that has already been awarded such as the New Manila International Airport, MRT 7 and others?
