Good day! I am currently working on my dissertation on the use of Artificial Intelligence to flag potentially malicious transactions in Philippine context. One key step is a lookup of blacklisted merchants in the PhilGEPS portal. To do so, I need a list of all blacklisted merchants, ideally in machine-readable format (as pledged by the PH to the Open Government Partnership Procurement Data Transparency).
