I am writing to seek clarification and guidance regarding a matter related to the appointment of a member to the BAC.

1.Is the appointment of the legitimate son of the HOPE as a BAC member in compliance with existing procurement laws, regulations, and guidelines?

2.Are there any conflicts of interest, nepotism or ethical considerations based on Laurel v. CSC, G.R. No. 71562, October 28, 1991 (GPM Vol. 1)
