You asked for Skilled and Professionals Certification.

Response to Request

Your FOI request is approved. 

On your first and second question, the answer is YES. A skilled person and a professional individual can apply for a national certification assessment. 

I have attached a screenshot of TESDA's steps in applying for Assessment and Certification.
