Updated Maritime Industry Development Plan (2023)
There is no officially updated MIDP for 2023, the current MIDP 2019-2028 is still applicable. The MIDP 2023 is currently in the vetting stage (internal vetting) and concerned government agencies has submitted their inputs on the initial draft. National vetting of the MIDP is scheduled on June 2023, which will involve stakeholders in the maritime industry. The current MIDP can be obtained via the MARINAs website:

Current regulations and incentives for foreign ownership of shipping vessels
Under Philippine law, we only allow 40% foreign ownership of shipping vessels. However, with the passage of Republic Act, 1659 or "An Act Amending Commonwealth Act No. 146 otherwise known as the Public Service Act” as amended, this law allows up to 100% foreign ownership of public services in the country but this has yet to be implemented.
