Dear Ms. Buenconcejo,

In response to your inquiry dated 26 November 2018, please be informed that IPOPHL does not have data on how many Higher Education Institutions (HEIs) have a Technology Licensing Office (TLOs). We can only account for the Innovation Technology Support Offices (ITSOs), totalling 85 nationwide, 71 of which are HEIs. Technically, while the ITSOs are not TLOs, some of them function as such, although the others are not necessarily engaged in licensing of technologies, for the simple reason that they do not have technologies to license out.

We also do not have data on how much royalty the HEIs are supposedly earning accruing from licensing activities from their patents.

We hope we have sufficiently answered your queries.
