Dear Mr. Renzo Polangco,

This refers to your request for information on what powers allow the Intellectual Property Office of the Philippines (IPOPHL) to establish satellite offices. 

Republic Act No. 8293 otherwise known as the Intellectual Property Code of the Philippines created the IPOPHL to administer and implement the State policies on intellectual property. Accordingly, the IPOPHL is given the function to coordinate with other government agencies and the private sector efforts to formulate and implement plans and policies to strengthen the protection of intellectual property rights in the country. Currently, the main office of the IPOPHL is located in Taguig City.

In this regard and to effectively provide its services outside of the National Capital Region, the IPOPHL deems it necessary to maintain satellite offices nationwide coordinating the IPOPHL programs, projects and activities. The satellite offices are located in the various regional offices of the Department of Trade and Industry (DTI). The IPOPHL and the DTI has a Memorandum of Understanding allowing the IPOPHL to collaborate with the DTI in the establishment of the satellite offices in the various regions and provinces of the country.

Recently, the IPOPHL opened a satellite office in Calamba, Laguna, which is tasked to coordinate the IPOPHL plans and programs in CALABARZON areas.
