Hello,

I would like to request a follow-up on the GSIS remittance from NAPOCOR/PSALM for my father Antonio Lingatong Salon who was a former employee of NAPOCOR in Bohol, particularly in the former Loboc Hydro Electric Plant and is a beneficiary of the DAMA Claim case which won with a final decision from the Supre Court. We request that abide by our request for an immediate process for my father to get his pension.

Dear Antonio Salon Jr.,

Greetings!

Thank you for your request dated May 19, 2023 08:40:33 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request

You asked for Follow up on the GSIS contribution for DAMA claimant.

Please be informed that per records, Mr. Salon Sr. is under Batch 2 of the DAMA recipients and has also received his back wages. However, adjustment in his creditable government service under the GSIS is not yet effected as of to date.

The following circumstances explain why his GSIS pension is not yet adjusted:

1. NPC tried to remit the deducted GSIS premiums for DAMA personnel who have received their back wages. However, GSIS refused to accept the payment for the premiums due since they have imposed interest on delayed remittance. 

2. As contained in the exchange of correspondences between NPC and GSIS as regards the imposition of interest that has ballooned to PhP2.68 B as of 30 November 2022, they explained that their imposition of interest is not for the delayed remittance but as a compensatory cost for the lost opportunity to invest the compulsory premiums that should have been invested by them to earn interest that will also redound to the benefits of the members of the GSIS. And it is expected that the amount of interest imposed will continue to pile up if these issues are not resolved with the GSIS.

3. The Memorandum of Agreement that will allow NPC/PSALM to remit the principal amount of deductions already made against paid DAMA claims is still being reviewed/finalized by the GSIS. Once the MOA has been perfected by concerned parties that remittances made by NPC will be accepted by the GSIS and as a consequence, adjustments in the pensions will be effected by the latter.

We hope we have clarified the matter.
