A number of violations were committed in the imposition of the new consumption block scheme and corresponding exorbitant rates that your office unanimously approved and confirmed through the National Water Resources Board’s NWRB RESOLUTION NO. 07-0118 granting SMILE CITIHOMES 1 CONDOMINIUM CORPORATION (SC1CC) the Certificate of Public Convenience with Case No.16-2234.

The new consumption block scheme and the corresponding exorbitant rates were imposed without us being consulted and without any information or justification why they need to apply the new scheme and rates.
